According to the EV compatibility charts, Outlook 2013 requires Enterprise Vault 10.0.3 or later service pack. Do you know if you're at least running EV 10 on the server side? I haven't tested it with EV9 to tell you if it would work, partially work, or not work, but it's not supported according to the guide.
