I am trying to add a new cleaning tape to our library. Our old cleaning tape was barcode 0200L3 and it has reached it end of life.
I created a bar code rule for the new tape (0400L3) and selected all the same options that were used for the previous tape. When I insert the new tape into the library it still does not see it as a clenaing tape.
Can someone help me here?

as you said "old cleaning tape was barcode 0200L3"
here is the confusion !! b'coz 0200L3 is Media ID & not barcode. barcode will be something like xx0200L3
kindly let me know complete barcode of old & new cleaning media Also let us know what drive u r using LTO4 or LTO3 ?

Before break-up, make sure you have a good backup..... ;-)
The old barcode is: 000200L3
The new barcode is: 000400L3
So I ejected the volume, changed the barcode rule to match the actual barcode (000400L3) and now the library does see it as a cleaning tape.
But when I select a drive and hit clean now I head a "misc error".
Any ideas what that is about?
Thanks for the help, it is much appreciated.
Depending of the library it should know the type of media based on the bar code like those who start with CLN### in some models automatically are taken as cleaning media and placed in special slots, what type of library you have? and when you load the tape how you tell to the silo that is a cleaning media? is better to let the library to handle the cleanings instead of netbackup.

Please post output of vmrule -listall
Cleaning tapes should ideally have unique barcode labels - something like CLN.....
Please also bear in mind that the the real barcode is not 0400L3 - NBU only saves last 6 chars and not all 8. You need to find out what the 1st 2 characters/numbers are.
Also, if tape was added as 'normal' tape and barcode added afterwards, you need to delete this tape before running another inventory.
Supporting Storage Foundation and VCS on Unix and Windows as well as NetBackup on Unix and Windows

Wait Wait WAIT !!!
plz revert back all changes which u made about clean media barcode rule.
things will more complicated
First make sure 000400L3 is cleaning media. *** should be 100% sure then only follow below..
1 delete 000400L3 media from media database
2 inventry robot & note down slot number for 000400L3 media
3 again delete from Media database
4 create manually new media by right click --new
5 configure as cleaning media and select volume group form drop down option
6 manually mentioned slot number as u noted in step 2
7 mention clean mounts & click finish
8 enjoy :-)

@Yogesh9881
I have already configured the new cleaning tape and the system does see it as a cleaning tape.
The new problem is I get a MISC ERROR when trying to run a manual tape cleaning. Although if I look at the Activity Monitor it does say it completed with Status 0. Also the drives do show today as their last cleaning.
I configure cleaning tapes with CLNxxx
The cleaning tape must be in the NONE volume pool. Also check that the number of cleanings remaining is > 0.
Make sure the density of the cleaning tape is the same as the drive, but the cln version.
Eg,
Drive density is hcart2
Cleaning tape density must be hcart2_cln (or whatever it is, you'll spot it in the drop down).
